Upgrading TIP to a Permit:
Provide the following:
- Current Temporary Instructional Permit (TIP)
- Sealed envelope(s) from driving school containing knowledge test and certificate of successful completion
- All applicants under 18 must provide their original or certified copy of Birth Certificate
- Minors must be accompanied by a custodial parent or legal guardian must be present with identification. Legal guardians with court ordered custody must provide legal documentation verifying the guardianship.
Upgrading a TIP to Driver's License
Provide the following:
- All documents required for issuance of a learner's permit
- Sealed envelope(s) from driving school that containing knowledge test and certificate of successful completion
In 2018, the Louisiana Office of Motor Vehicles introduced Temporary Instructional Permits (TIP) cards. Applicant's must acquire a TIP card through a local Louisiana Office of Motor Vehicles and present a TIP before the written knowledge test or road-skills test is administered. Students must posess their TIP card during when operating a vehicle with an instructor during the behind the wheel instruction and during the road skills test. Driver's License applicants can bring their TIP card into our office all along with other required documents, and be issued a Driver's License or Learner's Permit.
Unfortunately, we cannot issue TIP cards, but we can upgrade TIP cards to permits and driver's licenses. However, we can issue duplicate TIP cards If you need to replace a lost or stolen TIP. First-time TIP applicants are required to appear in person at the a local Louisiana Office of Motor Vehicles.
Intermediate Licenses are issued to applicants who are 16 years of age. It is distinguished by the 61 restriction, which means the minor is permitted to drive alone or with other passengers in the vehicle, but restricts them from driving between11:00 PM. and 5:00 AM unless he is accompanied by a licensed parent, guardian, or adult at least twenty-one or older. The 61 restriction also restricts them from carrying more than one passenger who is under twenty-one years of age and not a member of the driver's family.
When a driver turns 17, the restrictions associated with the Intermediate license no longer apply and the restriction can be lifted.
After 180 days with a learner's permit, or upon turning 17 years of age (whichever comes first), the applicant will complete a Road skills test and will receive another sealed envelope from the driving school.
After you completed your driving test, we can assist you in upgrading your permit. Just bring in the following documents:
- Current Temporary Instructional Permit (TIP) or Learner's Permit
- Parent or Legal Guardian with their Driver's License (if under 18)
- Original Birth Certificate (if under 18)
- Proof of Insurance
- Sealed envelope from driving school
*Note: Currently, School Enrollment forms are not required due to COVID-19
*Note: If the Adult accompanying applicant is not listed on the applicant's birth certificate, legal documents showing the adult is the child's legal guardian or custodial parent will need to be provided.
A learner's permit looks like a driver's license, but is distinguished by an "02" restriction. A learner's permit allows a person to legally driving on the road when accompanied by a licensed parent, guardian or a adult who is at least 21 years old, or a sibling who is at least 18 years old.

- NOTE: All Applicants under 18 must present their original or certified birth certificate and be accompanied by a domiciliary parent listed on their birth certificate or a legal guardian with legal documents showing they are legally authorized to sign on behalf of the minor.
TIP (Temporary Instructional Permit) to Learner's Permit (02)
Eligibility Requirements
- Must be 15 Years or Older
- Must Pass Vision Exam
- Must Pass Knowledge Exam with Driving School
- Must Successfully Complete Driver's Education Course

Learner's Permit (02) to Intermediate License (61)
Eligibility Requirements
- Must be 16 Years Old
- Must Pass Vision Exam
- Must Possess Learner’s Permit for a Minimum of 180 Days without Incident
- Must Complete 50 hours of Supervised Driving, 15 of those Hours at Night
- Must Successfully Complete Road Skills Test
